The plan, though designed to provide a framework for staff and the board through 2017, will be evaluated annually by the staff and board. The annual evaluation allows the staff and board keep the plan attuned to the needs of the citizens and community. To prepare the strategic plan, library patrons and the general public were encouraged to fill out surveys online or in the lib- raries. Staff and board members also iriterviewed patrons to get a fuller picture of patron needs. This information formed the content of the several meetings where staff and board winnowed down the information into mana- geable blocks. Beth Trigg of Taproot Consulting guided the library through the process, pro- viding a fresh perspective and administrative support. One product of the staff and board's work was a vision state- ment. Library Director Kelly McBride noted that the state- ment grew out of the ideas put forth by staff, board members and the public. "Ms. Trigg pointed out that we seemed to have a clear vision of what the library should be to the com- munity, in addition to the ideas we had about priorities, which are made clear in our mission statement." So our vision state- ment is: We envision the Russell County Public Library as the heart of our community, a hub for information, education, and resources serving all of the people of Russell County. 'Despite budget cuts, the Russell County Public Library has begun using their new Strategic Plan as a guide. The Strategic Plan is available in each library, printed with the annual report for 2012-2013. It may also be found on the library's website under the About Us tab in the Library Policies section2 I ORS L. 71% of Amedcan adults have used a newspaper, a newspaper website and/or a newspaper mobile source in the past 30 days.
