The applicant is the Castlewood Water & Sewage Authority. The proposed project calls for: The replacement of existing 1940 radio read service meters, installa- tion of 32 radio read ser- vice meters at traditional meter locations, replace- ment of 12 new meters and settings for leak detection purposes, and a SCADA system at telemetry sites within the CWSA distribution and treatment system. The proposed activities will occur in previously disturbed areas, at exist- ing facilities or located within VDOT road right of ways. The applicant feels that the project meets the following exclusion categories established by the Department: 1 .An upgrade in level of treat- ment or facility improvements of an existing treatment works on the existing site of the works. The proposed action will result in a modest change in size, use, capacity, or purpose of the original location and is being designed predominately to serve residential users. 2.Water line replace- ment/rehabilitation to correct exfiltration water loss problems or prob- lems associated with inadequate water pres- sure Rehabilitation of drinking water facilities such as reservoirs and storage facilities. 3.Replacement of exist- ing equipment or struc- tures at their present location. These activities also include reconstruc- tion of curbs and side- walks, street repaving, and building modifica- tions, renovations, and improvements.
