Carl Jessee Mullins, Jr. Carl Jessee Mullins, Jr, 69, St. Paul, died Tuesday, June 18 at his home. He was born in West Virginia, son of the. late Carl Jessee Mullins, Sr. and Mary Ann Kiser Muilins. He was a veteran of the United States Army. Survivors include his ex- wife, Soya Mullins, St. Paul; one sister, Brenda Hall Helbert, St. Paul; three half sisters, Rose, Peggy and Lisa; two half brothers, Ricky Mullins and John Mullins. In keeping with Mr. Mullins wishes, he was cremated.
