Thursday, June 2, 2016 Page 5 Eastside Class of 2016 Girls Eastside Class of 2016 Boys Faith Jackson Salutatorian Honor Students Eric Blankenship Valedictorian Eastside High School is proud to announce that our 5th class will be graduating this year. On May 28, 2016 at ll:00a.m., ninety-nine seniors received diplomas in graduation ceremonies on the Convocation Center at UVA-Wise. Commencement addresses will be delivered by our Valedictorian, Eric Blankenship, Salutatorian, Faith Jackson and Salutatorian, Derrick Cusano, Eric Blankenship, SCA President and Leah Short, Senior Class President will deliver the "Senior Class Message." The EHS Chorus, directed by Mr. Shane Burke will perform for the class and their guests. This year, Eastside is honored to have Valedictorian Eric Blankenship, Salutatorian Faith Jackson and Salutatorian Derrick Cusano to represent the class of 2016. Valedictorian Eric Blankenship has earned a grade point average of 4.38. He is the son of Ted' and Angle Blankenship of Coeburn. Eric will be attending Virginia Tech and plans on pursuing ~ degree in computer science. Salutatorian Faith Jackson has earned a grade point average of 4.28. She is the daughter of David and Kim Jackson of Coeburn. Faith will be attending University of Virginia's College at Wise and plans on pursuing a degree in biology. Salutatorian Derrick Cusano has earned a grade point average of 4.28. He is the son of Dr. Matthew and Jackie Cusano of Big Stone Gap. Derrick will be attending Montreat College and plans on pursuing a degree in biology. The top ten students for the class of 2016 are as fol- lows, in alphabetical 'order without regard to rank: Eric Derrick Cusano Salutatorian Blankenship, Derrick Cusano, Scan Ghammashi, Mariah Gillenwater, Kaitlyn Hall, Faith Jackson, Richard Jones II, Christopher McKnight, Konstance Miller and Alexandria Pridemore. The class of 2016 would also like to recognize the ECMC Scholars. They are as follows: Logan Austin, Eric Blankenship, Chasity Carico, Winfred Hamm III, Faith Jackson, Richard Jones II, Skylar Mathieson, Christopher McKnight, Konstance Miller, and Shon Sartin. The Class of 2016 selected red, white and blue as their class colors, the tiger lily as their flower, and "Photograph" by Nickelback as their song. The class motto is "As each of us follows our path in life, we will remember these years. We will remember our friends, the laughter, and the pain. Our smiles reflect the memories locked deep within our hearts. Future dreams shine like bright starts against distant nights. We have grown so much, and yet, we will grow forever." On May 27, 2016, Awards Day was held hon- oring the Class of 2016 by highlighting their accom- plishments with the presen- tations of awards and scholarships. They were also honored with a tea hosted by the Student Council Association. We wish each of our graduates a successful and fulfilling life! PLANNING PURPOSES ONLY FISCAI~ YEAR JULY !, 2016 THROUGH JUNE 30, 2017 PUBHC N(YI'ICE IS HEREBY GIVEN "I'ttAT THE Council of the Town of St. Paul will. pursuant to Section 15.2-2506 of the Code of Virginim as amended, conduct a public hearing in the Council Chambers at the Town Hall, St. Paul, Virginia, at 5:30 p.m, on the 20th of Jtm', 2016, to consider the proposed municipal budget for the fiscal year of July t, 2016 through June 30, 2017. A real estate tax levy of 18 cents per $100 assessed ~luation of all taxable real estate and public utilities (at 100% assessment) with improvements thereon. Note, the present tax rate of 18 cents per'$100. A personal p,:operty tax levy of 31 cents per $ I IX) assessed valuation. Note, the present tax rote of 31 cents per $1 (Xk All other fees, licenses, bank st(luck tax, utility tax, franchise tax, cigarette tax and other taxes previously imposed by the municipality arc again levied, assessed and imix)sed as ~reviously established by Council and shall remain in full force and effect until changed by Council. There is a prol~sed increase for water rates, being the second of a three year plan. The present in-town water rate is $ t0.50 for the first 1,5(X) galkms of water and $4.25 per i ,000 gallons thereafter; there is a proposed water rote for 2016-17 of $12.50 for the first 1,500 gallons of water and $5,25 ~r t,()00 gallons thereafter. There is a prolx~sed decrease in the sewer rate percentage. The present sewer rate is 130% of the water bill. The proposed sewer rate decrease [br the 2016-17 fiscal year is t 10% of the water bill. The present out-of-town water rate is $18.75 for the first 1,500 gxttlons of water and $7.25 per. 1,000 gallons of water thereafter; the proIx)sed water rate for out-of-town is $22.50 for the first 1,500 gallons and $8.75 per IA)00 gallons thereafter. The present out-of- town sewer rate is t 6()% of water; the proposed decrease in the out-of town sewer rate is 11 (1% of water. Residential garbage rate is $8.50 for in town and $10.50 residential out of town. There is no proposed increase lot residential garbage. There is no proposed increase for the water and sewer tap rates. The present sewer tap rate is $350.00 ,rod the present water tap rates are as follows: ~" line is $750; 1" line is $i000; ! " line is $3500" 2" line is $3800. There is no proposed increased in the road crossing fee of $5(X}. Any citizen, taxpayer, or interested person shall have the right to attend and state his or her views orally or in writing on the budget. A copy of the entire proposed budget is availabile for public inspection at the Town Hall during regular business hours.
